20th Congress Must Push Laws for Upper Middle-Income Status
MANILA, Philippines – Leyte 1st District Representative Martin Romualdez emphasized that the 20th Congress must push laws aimed at helping the Philippines reach upper middle-income status. This goal is within close reach, with the country’s gross national income (GNI) per capita nearly meeting the threshold.
The World Bank reported that the Philippines’ GNI per capita in 2024 stands at US$4,470, just $26 shy of the US$4,496 needed to be classified as an upper middle-income country. Romualdez stressed that the 20th Congress must push laws supporting sustainable economic growth that benefits all Filipinos.

“Achieving upper middle-income status is a meaningful milestone, but more important is ensuring that growth leads to tangible improvements in the lives of our people,” Romualdez said in a recent statement.
