20th Congress Opens Session Amid Leadership Elections
MANILA — The 20th Congress officially opened its first regular session on Monday morning. The House of Representatives gathered at the Batasang Pambansa Complex in Quezon City, while the Senate met in Pasay City. This marked the start of an important legislative period as both chambers prepare for crucial leadership elections.
The opening session comes just days ahead of President Ferdinand Marcos Jr.’s fourth State of the Nation Address. Lawmakers are focused on organizing their leadership teams to ensure smooth legislative operations throughout the year.
Senate Leadership Election Expected to Favor Escudero
In the Senate, Francis Escudero is widely expected to keep his position as Senate President. Local leaders noted that on June 30, Senator Joel Villanueva reported 13 out of 24 senators are likely to support Escudero’s continued leadership. All 24 senators attended the session, including new members Rodante Marcoleta, Erwin Tulfo, and Camille Villar. Returning senators such as Bam Aquino, Ping Lacson, Kiko Pangilinan, and former Senate President Vicente Sotto III were also present.
House Speaker Romualdez Poised to Retain Position
Meanwhile, the House of Representatives anticipates Speaker Ferdinand Martin Romualdez will lead once more. Iloilo 1st District Representative Janette Garin shared on July 24 that 291 lawmakers have signed a manifesto backing Romualdez, including former president and Pampanga 2nd District Representative Gloria Macapagal Arroyo. This strong show of support signals a unified House under Romualdez’s leadership.
Joint Session to Follow Opening Meetings
After the morning’s separate sessions, both chambers plan to adjourn around noon. Senators will then proceed to the Batasang Pambansa complex for a joint session. This gathering will serve as the venue for President Marcos Jr. to deliver his State of the Nation Address, outlining his administration’s priorities moving forward.
With the 20th Congress opening session setting the stage, lawmakers are prepared to tackle the legislative agenda while reinforcing leadership stability in both chambers.
