Sablayan PDLs Request Executive Clemency from President Marcos
Twenty-one persons deprived of liberty (PDLs) housed at Sablayan Prison and Penal Farm (SPPF) in Occidental Mindoro have formally asked President Marcos to grant them executive clemency. This group was recently declared qualified for clemency after a thorough investigation and interviews conducted on May 20.
The Bureau of Corrections (BuCor) confirmed the eligibility of these PDLs following the rigorous screening process. However, their names remain confidential, sources said. Executive clemency is a legal relief that the President can grant, including reprieves, absolute pardons, conditional pardons (with or without parole), and sentence commutations.
BuCor Highlights Rehabilitation Efforts Through Legal Measures
The BuCor emphasized that this initiative reflects their continued commitment to the rehabilitation and reintegration of qualified PDLs. They pursue lawful routes such as parole and executive clemency to support inmates’ return to society.
“This initiative underscores the Bureau’s ongoing commitment to the rehabilitation and reintegration of qualified PDLs through legal pathways such as parole and executive clemency,” a BuCor statement read. Local leaders noted that such collaborative efforts between stakeholders reaffirm the importance of upholding justice and ensuring procedural integrity.
Qualified PDLs Come from Multiple Camp Locations
Those qualified for executive clemency come from various facilities within the SPPF system. These include the Central Prison Compound, Siburan Sub-Prison Camp, San Isidro Sub-Prison Camp, and Pasugui Sub-Prison Camp. Each location underwent its own evaluation process to determine eligibility.
The request for executive clemency aligns with the government’s broader goals of easing prison congestion and promoting humane treatment for inmates who demonstrate good conduct. The decision ultimately rests with the President, who can grant pardons or reduce sentences based on the recommendations provided.
