Massive Rise in Filipino Gamblers Shocks Authorities

Recent government data reveals a startling increase in the number of Filipino gamblers. According to the latest records, 32 million Filipino gamblers now make up roughly half of the country’s 60 million adult population. This dramatic surge highlights a growing societal concern about gambling habits nationwide.

As of July 15, 2025, the Philippine Amusement and Gaming Corp. (Pagcor) has officially counted 32.117 million Filipino electronic gaming players. This figure marks a near 200% increase from last year’s reported 8.2 million gamblers, a jump that has alarmed lawmakers and community leaders alike.

Senator Highlights Worrying Gambling Trends

During a recent Senate hearing, a senator disclosed Pagcor’s data, expressing disbelief at the numbers. “When I saw this, Senator (Miguel) Zubiri, I fell off my chair,” he said, emphasizing the gravity of the situation.

He further explained in Filipino, “There are 32 million gamblers in our country. That’s one-third of our total population. Half of our adult population — since we have around 60 million adults — are gambling. When I saw this, I almost fell off my chair.”

Escalating Gambling Numbers Demand Urgent Action

Officials noted that Pagcor should have exercised greater caution when the number of gamblers hit 8 million the previous year. Historical data shows a worrying trend: from about 469,000 gamblers in 2018, numbers rose to 1.4 million in 2022, 2.4 million in 2023, then jumped to 8.2 million in 2024, and now 32.117 million in mid-2025.

“That’s an increase of almost 200% from last year. That’s why it’s frightening. If we don’t stop this now, I believe that by next year, our entire adult population would be gambling,” the senator warned.

Regulatory Challenges and Calls for Stricter Enforcement

Community leaders pointed out that some gambling operators continue to evade regulations, undermining efforts to control the industry. “What’s even more alarming is that some games and operators are still slipping through. Our regulations aren’t effective—they’re not afraid of them,” the senator added.

He urged Pagcor to intensify enforcement measures. “That’s why my advice to Pagcor after this hearing is to shut down all violators. Because what’s happening now is truly alarming.”

Legislative Measures and Diverging Views on Online Gambling

In response to the crisis, a bill has been filed to regulate online gambling across the country. However, some lawmakers advocate for an outright ban on online gambling, reflecting a divided stance on the issue.

As the gambling population swells, the debate over how best to protect Filipino citizens while managing the industry continues to intensify.
