35 Persons Linked Flood Control Mess Now on BI Monitoring List
Authorities have placed 35 persons linked flood control mess under close watch by the Bureau of Immigration (BI). This move came after the Justice Secretary issued immigration lookout bulletin orders (ILBO) targeting those allegedly involved in irregularities surrounding flood control projects.
BI Commissioner Joel Anthony Viado confirmed that the agency received the ILBO on Wednesday, prompting immigration officers to intensify monitoring of the individuals named. Officials reported that this step aims to track the movements of those connected to the controversial flood control mess.
Key Figures Named in Flood Control Investigation
The list includes prominent contractors and company officials. Among them are Alex and Raymond Abelido from Legacy Construction Corporation, Cezarah “Sarah” Discaya of Alpha and Omega General Contractor and Development Corporation, Ma. Roma Discaya Rimando of St. Timothy Construction Corporation, and Allan Quirante of QM Builders, community sources noted.
These names surfaced during Senate hearings probing alleged ghost projects and other anomalies tied to flood control initiatives. Local leaders emphasized the importance of holding accountable those responsible for mismanagement of public funds.
Clarifying the Scope of the Immigration Lookout Bulletin
Commissioner Viado clarified that the ILBO serves solely as a monitoring tool, differing from a hold departure order which outright prevents a person from leaving the country. This distinction is crucial to understanding the agency’s role in the ongoing investigation.
“The order requires immigration officers to verify from relevant government agencies if there [are] freshly issued orders relating to the subjects should they attempt to depart. Officers are also instructed to collect necessary information about the subject’s travel, to aid in the investigation being conducted against them,” the BI explained.
Enhanced Surveillance to Support Senate Probe
Immigration officials have been directed to remain vigilant and to report any travel attempts by the individuals on the monitoring list. This enhanced surveillance aims to prevent potential flight risks and to gather information that could assist the Senate Blue Ribbon committee’s inquiry into flood control project anomalies.
Justice Secretary Jesus Crispin Remulla authorized the ILBO issuance following a formal request from the Senate committee. This coordination underscores the government’s commitment to transparency and accountability in infrastructure projects.
Ongoing Efforts to Address Flood Control Anomalies
The flood control mess has drawn public attention due to its impact on vulnerable communities. Investigators continue to examine the extent of the irregularities, while officials assured the public that measures are in place to prevent further abuses.
Community members expressed hopes that the monitoring of these individuals will lead to swift justice and improved management of future flood control initiatives.
