52 Party List Winners Proclaimed in 2025 Midterm Polls

Fifty-two party-list groups, representing 59 nominees, were officially proclaimed winners in the 2025 midterm elections on Monday afternoon, May 19. However, the fate of two other party-lists remains uncertain as the Commission on Elections (Comelec) en banc, acting as the National Board of Canvassers (NBOC), has suspended their proclamation.

Among those suspended are the Duterte Youth Party-list, which ranked second and is entitled to three seats in the House of Representatives, and the Bagong Henerasyon (BH) Party-list, entitled to one seat. Both await the Comelec’s final decision on their pending cases. Duterte Youth faces a disqualification petition for alleged misrepresentation. Meanwhile, BH is accused of violating Section 261(i) of the Omnibus Election Code, which prohibits the intervention of public officers and employees in elections.

New Faces in the 20th Congress

The 52 proclaimed party-lists will make up part of the 20th Congress, set to begin official sessions in July. Notably, Akbayan Party-list emerged as the top winner this year, a significant turnaround from the 2022 elections when it failed to secure a seat. Akbayan earned three seats, which will be filled by human rights lawyer Chel Diokno, former National Youth Commission commissioner and current legislator Percival Cendaña, and women’s rights advocate Dadah Iram Isnula.

Tingog Party-list, a strong contender in the previous election, secured the third spot this time, also winning three seats. Its representatives will be Andrew Julian Romualdez, Jude Acidre, and Marie Josephine Diana “Happy” Calatrava. Following them are 4PS, ACT-CIS, and Ako Bicol, ranking fourth, fifth, and sixth respectively; each will have two representatives in Congress.

Other Winning Party-Lists and Their Representatives

Several other party-lists will send one representative each to Congress. These include Uswag Ilonggo, Solid North Party, Trabaho, Cibac, Malasakit@Bayanihan, Senior Citizens, PPP, ML, FPJ Panday Bayanihan, United Senior Citizens, 4K, LPGMA, COOP-NATCCO, Ako Bisaya, CWS, Pinoy Workers, AGAP, Asenso, Pinoy, Agimat, TGP, Sagip, ALONA, 1-RIDER, Kamanggagawa, GP, Kamalayan, Bicol Saro, Kusug Tausug, ACT Teachers, One Coop, KM Ngayon Na, Abamin, BH – Bagong Henerasyon, TUCP, Kabataan, APEC, 1Tahanan, Magbubukid, Ako Ilocano Ako, Manila Teachers, Nanay, Kapuso PM, SSS-GSIS PENSYONADO, DUMPER PTDA, Abang Lingkod, Pusong Pinoy, Swerte, and Philreca.

Akbayan to Lead Reform Bloc in Congress

Following their proclamation, Akbayan’s incoming legislators announced plans to form a “reform bloc” in the next Congress. This coalition will be led by Diokno, Cendaña, and Isnula, alongside the representative from Dinagat Islands. According to a statement from the newly elected lawmakers, they are committed to collaborating with colleagues who share a passion for progressive reforms.

Diokno emphasized the bloc’s main goals: “to advance justice, demand accountability and win meaningful reforms for the Filipino people.” He assured the public, “We will not let you down. We remain committed to championing the rights and welfare of the public through meaningful legislation that aims to uplift lives and build a more just and inclusive society.”

Suspension Sparks Protest from Duterte Youth and BH

Both Duterte Youth and BH Party-lists voiced strong objections to the Comelec’s suspension of their proclamations. They said they were informed only hours before the scheduled proclamation.

Duterte Youth dismissed the case against them as a “hao shao case,” or an illegitimate complaint. They accused Comelec of undermining the Filipino vote by delaying their proclamation. “Now, Comelec is trying to subvert the votes of the Filipino people by delaying an election proclamation scheduled today,” the party-list said in a statement.

They further questioned why the case, deemed serious by Comelec, had not been resolved since their last hearing in 2019. “Kung ganun ka-seryoso yun bakit hindi niyo agad dinecisionan after noong huling hearing natin noong 2019 pa (If that’s really serious, why did you not decide on it in 2019). This is definitely a grave abuse of discretion para lang ihold now ang pinili ng milyon-milyong Pilipino, election na nga lang ang proof na may demokrasya pa sa bansa, paglalaruan niyo pa (just to hold the ones who were elected by millions of Filipinos. Elections is the only proof of democracy in the country, and yet you play with it),” they added.

Meanwhile, BH Party-list representative Bernadette Herrera criticized the Comelec for abruptly suspending their proclamation without prior notice or explanation. “No explanation. No copy of any complaint. No summons. No opportunity to respond,” she said. Herrera stressed that BH has not been informed of any case against them and questioned how they could be held accountable for allegations that remain “invisible—unnamed, unheard, and unexplained.”
