MANILA, Philippines — The Department of Transportation (DOTr), through the Civil Aeronautics Board, has urged all airlines to provide passengers with timely and accurate flight updates. Officials emphasized that clear communication on flight status is essential to prevent inconvenience and extra costs for travelers.

Delayed announcements on flight changes, postponements, or cancellations cause significant disruption to passengers’ plans. Community members reported that these delays often lead to unplanned expenses for meals and accommodations, aggravating the travel experience.

Air Passenger Bill of Rights Demands Prompt Notifications

Under Sections 8 to 11 of the Air Passenger Bill of Rights, airlines must promptly inform passengers about any changes, delays, or cancellations. Local leaders noted that this mandate aims to protect the welfare, convenience, and safety of travelers at all times.

Officials also reminded airlines to extend full assistance to affected passengers. This includes offering immediate refunds and ensuring the full value of the purchased service is honored. “[A]irlines must uphold the full value of service purchased by passengers, and ensure their safety, convenience, and welfare at all times,” the agency stated.

Flight Cancellations Due to Weather and Infrastructure Issues

Earlier this month, several flights at Tuguegarao Airport in Cagayan province were canceled due to severe weather conditions caused by a low-pressure area east of northern Luzon. Sources reported that 561 passengers were affected by these cancellations.

In July, over 70 flights were canceled as a result of the southwest monsoon, known locally as “habagat,” and another low-pressure system within the Philippine area of responsibility. Community members expressed frustration over the disruptions but acknowledged the necessity of safety precautions.

Also in July, at least 37 flights were canceled following the temporary closure of a runway at Mactan-Cebu International Airport. Officials revealed that the asphalt peeling on the runway led to the shutdown. The Department of Transportation has launched an investigation into the cause of the damage to prevent future incidents.
