A recent Pulse Asia survey reveals a commanding lead for Lakas candidates in key electoral battles across Albay. Conducted between April 1 and 10, 2025, the survey interviewed 2,800 registered voters face-to-face ahead of the May 12 elections.
At the provincial level, the survey boasts a margin of error of just ±1.8%, while district-level results carry a ±3% margin.
In the race for governor, Lakas’ Representative Joey Salceda, former Albay governor and current 2nd district congressman, surged ahead with 47% voter backing. He holds a significant 17-point advantage over PDP-Laban’s Noel Rosal, who trails at 30%.

Lakas dominance extends to congressional seats. In the 1st district, Representative Jil Bongalon holds a slim edge with 38% support, narrowly outpacing Tabaco City Mayor Krisel Lagman of LP, who stands at 36%.
The 2nd district shows a wider gap as former congressman Kito Co commands 46%, more than double the 25% garnered by PDP-Laban’s Caloy Loria.
In the 3rd district, Polangui Mayor Adrian Salceda enjoys a commanding 55% voter preference, overshadowing incumbent Fernando Cabredo of NUP at 29%.
Legazpi City’s mayoral race remains tightly contested, but Lakas candidate Kap Hisham Ismail retains the lead with 45%. He is followed by PDP-Laban’s Carmen Rosal at 33%, with independents Doc Atutubo and Dan Sabdao trailing at 11% and 0.2%, respectively.
