Alleged PWD Assault on EDSA Busway Sparks Outcry
A disturbing incident involving an alleged person with disability (PWD) unfolded inside a public utility bus along the EDSA Busway. The video, which quickly went viral, shows the PWD man being punched, kicked, choked, and even tased, sparking outrage online and prompting the Land Transportation Franchising and Regulatory Board (LTFRB) to act swiftly.
The shocking video, lasting about one and a half minutes, captured the man clad in a white shirt sitting towards the back of the bus. He can be heard pleading, “Tama na! (Stop it!)” while biting a piece of cloth. Despite his protests, a man in a dark shirt is seen violently kicking and punching him. The victim tries to defend himself, but the attackers overpower him, dragging him to the floor, choking him, and eventually using a taser.
LTFRB Summons Bus Company Officials
Following the incident, the LTFRB announced that it has summoned officials from Precious Grace Transport, the bus company involved. “The LTFRB has summoned the officials of Precious Grace Transport to explain why their Certificate of Public Convenience (CPC) should not be suspended or revoked,” said LTFRB Chairperson Teofilo Guadiz III on June 13.
Initial investigations by the Department of Transportation’s Surveillance and Action Information Coordinating Team (DOTr-SAICT) identified the bus unit as belonging to Precious Grace Transport, bearing plate number NDQ 2615. The assault allegedly involved the bus conductor and some passengers.
Public Reaction and Ongoing Investigation
The video, which has amassed over 11 million views and thousands of reactions, stirred widespread condemnation. Many commenters expressed deep concern over the abuse of the mentally challenged man. Authorities are conducting an independent investigation to verify the video’s authenticity and gather testimonies regarding the incident.
Guadiz emphasized that the LTFRB will not tolerate any form of violence, discrimination, or abuse, especially towards PWDs. “Public utility operators are duty-bound to ensure the safety and dignity of all passengers,” he stressed.
Preventive Suspension and Commitment to Justice
In response, the LTFRB imposed a 30-day preventive suspension on 10 bus units of Precious Grace Transport operating in the EDSA Bus Carousel. The agency assured the public that those found guilty of misconduct will face swift and appropriate sanctions.
