Former OWWA Administrator Removed Over Anomalous Deal
Department of Migrant Workers Secretary Hans Cacdac revealed that the former Overseas Workers Welfare Administration (OWWA) administrator was removed from his position due to an anomalous P1.4 billion land acquisition deal. The official emphasized that the former administrator did not resign but was replaced because of a loss of trust related to this questionable transaction.
According to Cacdac, the deal was conducted without the approval of the OWWA Board of Trustees, which is required by law for transactions of this nature. “Former administrator Ignacio did not resign from office. He was removed and replaced on the count of loss of trust and confidence due to an anomalous P1.4 billion land acquisition deal that did not go through the OWWA Board of Trustees on at least six counts,” he said.
Details of the P1.4 Billion Land Acquisition Deal
The controversial land acquisition was intended to provide accommodation for overseas Filipino workers (OFWs). However, Cacdac argued that such arrangements were unnecessary since the private sector could handle accommodation needs for OFWs. “Dapat kinonsulta muna niya ang OWWA Board doon pa lang kasi ako mismo, pagsasabihan ko siya na ‘di kailangan ‘yun because the private sector can secure mga accommodation requirements kung mayroong kailangang i-billet na OFWs,” he explained.
The transaction dates back to plans made in September 2023, with the actual land acquisition and deed of sale occurring in September 2024. Cacdac stressed the importance of board consultation, which was ignored in this case.
Legal Consequences and Leadership Changes
When asked if the former administrator could face legal charges, Cacdac confirmed that cases would be filed against him. He also mentioned that President Ferdinand “Bongbong” Marcos Jr. is aware of the situation. “I report it to the President and yes there will be corresponding case to be filed in the appropriate office or authority,” he stated.
In response to the vacancy, Department of Migrant Workers Undersecretary Patricia Caunan has been sworn in as the new head of OWWA, replacing the former administrator.
