Former Congressman Arrested in Timor-Leste
Former Negros Oriental 3rd District congressman Arnolfo A. Teves Jr. was arrested by immigration authorities in Timor-Leste, according to sources familiar with the matter. The arrest took place at his residence in Dili around 8 p.m. local time, accompanied by his legal counsel from Timor-Leste.
Teves, who has been designated a terrorist by the Philippine Anti-Terrorism Council, faces multiple charges, including his alleged involvement in the March 4, 2023, shooting in Pamplona, Negros Oriental. This incident tragically claimed the lives of Governor Roel Degamo and nine others.
Details of Detention and Legal Proceedings
The detained former congressman and his counsel were held inside the Ministry of the Interior compound. According to reports, no warrant or official document was presented at the time of detention. Teves is currently accompanied by another lawyer while under custody.
In 2024, a warrant for Teves’ arrest was issued by the Manila Regional Trial Court Branch 51 in connection with the Pamplona shootings. Following this, the Department of Foreign Affairs canceled his passport, rendering him an undocumented alien in Timor-Leste.
Background and Exile
Prior to the shooting incident, Teves left the Philippines for the United States and did not return. His prolonged absence led the House of Representatives to expel him from his legislative position. Subsequently, he traveled to Timor-Leste, where he applied for asylum.
Earlier this year, the Court of Appeals in Timor-Leste approved his appeal against extradition, allowing him to remain in the country temporarily.
