Achieving Five Minute Police Response Time in Bacolod City

Bacolod City’s police force is committed to meeting the five minute police response time set by the national police headquarters. Police Col. Joeresty Coronica, the city’s police director, emphasized that this goal is both achievable and essential in a highly urbanized area like Bacolod. “It’s achievable and we are serious about achieving the requirement set by the Chief PNP,” he said.

The five minute police response time is part of a directive from Police Gen. Nicolas Torre III, the Philippine National Police (PNP) chief, who aims to increase police visibility and quick assistance especially in urban centers. Coronica believes that swift action is vital to public safety and that Bacolod City can serve as a model for other areas within the Police Regional Office-Negros Island Region (PRO-NIR).

Strategic Realignment and Resource Enhancement

To meet this standard, the Bacolod City Police Office (BCPO) is adjusting its strategies. Coronica shared that they are maximizing current resources while requesting additional support from the city government. This includes 13 motorcycles and two Special Weapons and Tactics (SWAT) vans. If approved, these vehicles will be strategically deployed throughout the city to improve response times.

However, Coronica also stressed the importance of balance. “We are mindful of not committing all our resources at once, as criminal elements may try to exploit such deployments,” he noted. A reserve force will remain on standby to respond to other incidents, ensuring no area is left vulnerable.

Maximizing Patrol Efficiency and Technology

The new deployment plan means that patrol cars and motorcycles will spend more time on the streets rather than idling at stations. All personnel not involved in administrative tasks will be deployed directly to their assigned areas, even during shift changes. This proactive approach ensures continuous police presence and responsiveness.

Technology also plays a key role in this initiative. Coronica explained that the public no longer needs to wonder where police units are located. By utilizing emergency hotlines like 911, local contact numbers, and even social media platforms, assistance is just a call or message away. This integration of technology complements the goal of five minute police response time and makes policing more accessible.

Enhancing Community Safety Through Visible Policing

The BCPO is not only following the Chief PNP’s vision but also enhancing it through proactive planning and the use of technology. Their mission remains clear: to provide visible, responsive, and accountable policing that ensures the safety of the community.

Local authorities noted that Bacolod City’s commitment to fast police response sets a positive example for other urban centers. With continuous support and strategic deployment, the city aims to maintain public trust and reduce crime through swift intervention.
