Bangsamoro Organic Law Marks Seven Years of Progress
COTABATO CITY — Presidential Peace Adviser Carlito Galvez Jr. reaffirmed the commitment of President Ferdinand Marcos Jr.’s administration to advance, sustain, and expand the gains of the Bangsamoro peace process. This promise was made as the region commemorated the seventh anniversary of the Bangsamoro Organic Law (BOL).
“Through the Bangsamoro Organic Law, we are moving closer to realizing our shared vision – a just and lasting peace for the Bangsamoro people and the Filipino nation,” Galvez said. He emphasized the importance of staying dedicated to all provisions of the law, especially with the BARMM’s first parliamentary elections scheduled for October this year.
As the transition period nears its conclusion, Galvez highlighted the need to build on lessons learned during the initial implementation years. “The call to action is clear: to build upon the lessons learned during the initial years of implementation,” he added.
Quiet Commemoration Amid Ongoing Challenges
Unlike previous years, the seventh anniversary in Cotabato City—the BARMM capital—was observed without grand festivities. Instead, the regional government issued a simple statement on social media marking the milestone.
“It’s been 7 years since the BOL was signed,” the statement read, commemorating the signing of Republic Act No. 11054 by former President Rodrigo Duterte. This landmark legislation created the BARMM, establishing its government framework in line with earlier agreements such as the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro (CAB).
Transforming Aspirations into Reality
For Galvez, a former military officer, the Bangsamoro Organic Law represents the fulfillment of the decades-long aspirations of the Bangsamoro people for self-determination and governance, as outlined in the CAB. He noted that the law symbolizes a genuine partnership between the government and the Moro Islamic Liberation Front (MILF) to bring lasting peace and meaningful development to the region.
Since its establishment, the BARMM has shed its reputation as a conflict-prone and underdeveloped area. It has transformed into a vibrant hub for trade, investment, and tourism in Mindanao. Galvez lauded the region’s progress as a testament to the peace process’s success.
From Combatants to Community Builders
One significant achievement highlighted was the successful reintegration of former MILF combatants into society. These individuals have exchanged arms for tools that support peaceful livelihoods. Many have embraced farming, fishing, and animal husbandry, while others have pursued education and secured housing with government assistance.
“Through the Joint Task Force on Camps Transformation and the Task Force for Decommissioned Combatants and their Communities, MILF communities are being transformed into show windows of peace and development,” Galvez shared.
Moreover, former MILF leaders who once commanded troops in battle have transitioned into key civil servants. They now lead BARMM’s efforts to accelerate socio-economic growth and improve the lives of their constituents.
The journey of BARMM over these seven years illustrates a hopeful path toward peace, growth, and unity. The continued commitment of government and community leaders remains essential as the region approaches a pivotal election.
