Barangay and Sangguniang Kabataan Elections Confirmed
BACOLOD CITY – The Barangay and Sangguniang Kabataan Elections scheduled for December 1 are confirmed to push through, sources said. Commission on Elections (Comelec) Chairman George Erwin Garcia expressed confidence that Congress will soon ratify the bill affirming the election date.
“It’s a go,” Garcia stated during a media interview in Bacolod City. “Without preempting the action of Congress, I honestly believe the BSKE will proceed as scheduled.”
Garcia highlighted ongoing discussions about extending the term of elected BSKE officials from three to four years, with one possible reelection. However, he noted that amendments could still arise during the bicameral conference committee sessions.
Preparation and Readiness for the Upcoming Elections
Despite the potential risk of postponement, Garcia emphasized the importance of moving forward with election preparations. “We don’t want to take chances. At least kami ay handa,” he added.
The Comelec reported being about 55 percent ready for the BSKE. Preparations include close coordination with the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to secure the election process. Additionally, procurement of ballot boxes and training sessions for teachers — especially those who have not participated in previous manual elections — are underway.
Focus on Voter Registration and Election Logistics
Garcia stressed the critical role of voter registration, which will take place from July 1 to 11. The Comelec aims to register one million voters during this period as part of a broader goal to reach 71 million registered voters by 2028.
“We are focusing now on voter’s registration because it is very important to educate the public about it,” Garcia explained. The 11-day registration will accommodate new voters, reactivations, transfers, and updates.
Recent voter turnout in Negros Island’s midterm elections reached 82 percent, closely matching the national average of 82.2 percent, local leaders noted.
Key Dates and Provisions for Candidates and Voters
The filing of Certificates of Candidacy (COC) for BSKE candidates is set from October 1 to 7. The official campaign period will run from November 25 to 29.
Voting on December 1 will occur from 7 a.m. to 3 p.m., with special early voting hours reserved for senior citizens, persons with disabilities (PWDs), and pregnant women. Moreover, polling centers will be established for evacuees displaced by Kanlaon Volcano, ensuring that all eligible voters can participate.
