Barangays Urged to Establish Information and Reading Centers
The Department of the Interior and Local Government (DILG) has called on barangays nationwide to set up their own information and reading centers. This push aims to strengthen education and provide accessible learning resources to all communities.
According to recent reports, 5,027 barangays rely solely on the information and reading centers (IRCs) of their cities, municipalities, or neighboring barangays. The DILG emphasized the importance of barangays having dedicated IRCs to better support early learning and literacy.
Boosting Early Learning Through Community Centers
The DILG stressed that these centers offer safe spaces where children and youth can access reading materials and other educational resources. “The DILG reiterated the need for barangays to establish their IRCs, providing early learning support, reading materials, and safe environments for children and youth,” local officials noted.
This initiative aligns with Section 17 of Republic Act 7160, the Local Government Code, which assigns local government units the responsibility to provide basic services and facilities to their constituents.
Current Status of Barangay IRCs
As of June 19, 2025, approximately 13,648 barangays across the Philippines have functioning information and reading centers. However, many communities still depend on nearby IRCs, highlighting the need for more localized centers to ensure wider access.
Establishing these centers can significantly improve literacy rates and educational outcomes, especially in remote and underserved areas. Local leaders have recognized the value of IRCs in fostering a culture of reading and lifelong learning among residents.
