BARMM Chief Rejects Courtesy Resignations of Cabinet Members
MANILA, Philippines — Chief Minister Abdulraof Macacua has rejected the courtesy resignations submitted by six members of his Cabinet in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This decision reflects the chief minister’s commitment to maintain stability and continuity as the BARMM nears the end of its transition period.
According to government sources, Macacua’s choice to decline these resignations was based on clear criteria emphasizing competence, experience, physical fitness, and strong adherence to the Moral Governance Agenda. These standards guided the chief minister in ensuring the effectiveness and efficiency of government services during this critical phase.

The ministers whose courtesy resignations were not accepted include:
1. Minister Akmad Brahim of the Ministry of Environment, Natural Resources and Energy
2. Minister Atty. Ubaida Pacasem of the Ministry of Finance, and Budget and Management
3. Minister Dr. Khadil Sinolinding Jr. of the Ministry of Health
4. Minister Muslimin Sema of the Ministry of Labor and Employment
5. Minister Atty. Raissa Jajurie of the Ministry of Social Services and Development
6. Deputy Minister and Acting Minister Jehan Usop of the Ministry of Science and Technology
Despite the courtesy resignations, these leaders will continue in their roles, ensuring uninterrupted service delivery across their respective departments.
Ongoing Deliberations for Other Ministries
Sources said that careful evaluations remain underway for the other ministries and offices whose members also tendered resignations. Until final decisions are made, those officials are encouraged to maintain their limited functions to support governance continuity.
The BARMM government emphasized that these actions aim to uphold the region’s stability and prepare for the next phase beyond the transition period.
Context Behind Courtesy Resignation Request
In June, Chief Minister Macacua issued a memorandum asking all ministers, deputy ministers, and office heads to submit courtesy resignations. This was prompted by serious and grave complaints raised against some officials, though the chief minister did not specify the nature of these allegations.
The move was widely seen as a measure to assess the performance and integrity of the BARMM leadership as it prepares for its next chapter.
