Batangas Port Passenger Terminal Fee Faces Strong Opposition

QUEZON CITY — The proposed 233% increase in passenger terminal fees at Batangas Port has drawn sharp criticism from the FPJ Panday Bayanihan Partylist led by Rep. Brian Poe. The group stands firmly with Oriental Mindoro Governor Humerlito “Bonz” Dolor and local government units across Mimaropa in opposing the steep hike.

Asian Terminals Inc.–Batangas (ATIB) has requested to raise the terminal fee from ₱30 to ₱100, citing inflation and higher operational expenses. However, many stakeholders warn that this surge will heavily burden everyday commuters and could disrupt regional mobility and commerce.

“This is a direct hit on the pockets of our kababayans,” Rep. Poe stressed. “Batangas Port is not just another transport facility; it’s a vital lifeline.”

Impact on Commuters and Local Economy

Mindoro and surrounding areas depend heavily on Batangas Port for passenger travel, cargo movement, and supply chain needs. Poe pointed out that the proposed fee increase would hit workers, students, small vendors, and families hardest, as they rely on the port daily.

“It’s the commuter, the small trader, and the fisherfolk who absorb the fallout,” Poe added. “Transport costs don’t exist in a vacuum—they ripple outward.”

While recognizing the need for modern infrastructure, Poe emphasized that progress should not come at the expense of fairness and social justice.

“Progress must never come at the expense of fairness and compassion. Infrastructure should serve the people, not burden them,” he said.

Local Officials Unite Against Fee Increase

Rep. Poe praised Governor Dolor and various local councils—including those of Calapan City, Odiongan Municipality, and the Oriental Mindoro Provincial Board—for swiftly passing resolutions opposing the fee hike. He applauded their readiness to pursue legal action if necessary.

“We commend Gov. Dolor for not only raising the alarm but for being prepared to take legal steps if necessary,” Poe remarked. “I lend my full support to these efforts.”

He urged the Philippine Ports Authority (PPA) to prioritize the public’s welfare over corporate profits and reconsider ATIB’s application.

“We strongly urge the PPA to reconsider the application of Asian Terminals Inc.–Batangas (ATIB),” said Poe. “There must be a more balanced, transparent, and consultative approach.”

The deadline for submitting position papers to the PPA is July 11, 2025. Afterward, a final decision on the fee adjustment will be made.
