Batangas Rep Files Student Allowance Bill Early
On June 30, 2025, the first day of his term, Batangas 1st District Representative Leandro Legarda Leviste took swift action by filing one of the first bills in the 20th Congress. The bill, known as House Bill No. 27, aims to provide a monthly allowance of P1,000 to every Filipino student, from kindergarten through college, regardless of socioeconomic background.
This student allowance bill seeks to support students nationwide by helping cover essential costs such as food, transportation, and other school-related expenses. The program also aims to encourage consistent school attendance and improve academic performance. To ensure efficient delivery, the allowance will be distributed digitally, reaching students equitably across the country.
Funding and Program Goals
The bill proposes not only government funding but also encourages donations and other financing sources to sustain the national student allowance program. Leviste highlighted that while existing government programs assist select groups of students, many others miss out. He pointed out that students in other countries often receive government support covering food, transportation, technology, and school supplies.
As a former entrepreneur, Leviste views this initiative as an important investment in the nation’s future. “While this may come at significant cost, this bill is premised on the attractive returns of investing in the education of the next generation, through a program that would efficiently and directly benefit today’s students who are the country’s future taxpayers,” he said.
Investing in the Future Through Student Allowance Bill
The proposed student allowance bill reflects a vision to create a more inclusive educational system that supports all Filipino students. By providing a monthly stipend to every learner, the program hopes to reduce barriers that prevent many children and young adults from succeeding in school.
Leviste’s initiative underscores the importance of direct support to students, ensuring that funds reach those who need them most. This early legislative move signals a commitment to education equity and the empowerment of the youth, who will drive the country’s progress.
