Brig. Gen. Paul Kenneth Lucas Returns to Police Regional Office 4A

LUCENA CITY — Brig. Gen. Paul Kenneth Lucas officially resumed his leadership role as the regional director of the Police Regional Office 4A (PRO-4A) on Tuesday, September 2, 2025. The Police Regional Office 4A oversees the Calabarzon region, which includes the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon.

During a formal command turnover ceremony at the PRO-4A headquarters in Camp Vicente Lim, Calamba City, Lucas succeeded Brig. Gen. Jack Wanky. The event was led by the Philippine National Police (PNP) deputy chief for administration, Lt. General Bernard Banac, officials reported.

Leadership Transition and Commitment to Service

Brig. Gen. Jack Wanky took over the PRO-4A leadership on June 20, 2025, following a reshuffle in the PNP. He replaced Lucas, who was reassigned as acting deputy regional director for administration at the National Capital Region Police Office (NCRPO), community members said.

In his remarks, Lucas expressed gratitude toward Wanky and recognized the efforts of previous leaders in maintaining peace and order across the Calabarzon region. He vowed to uphold the 7-Point Agenda of acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. to enhance police service to the people.

“I will ensure to strictly adhere to the 7-Point Agenda of acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. to further improve our service to the people of Calabarzon,” Lucas said.

Meanwhile, Wanky reflected on his tenure, describing it as “short but meaningful,” and thanked the Calabarzon police force for their cooperation during his leadership, sources said.

Calabarzon’s Anti-Narcotics Campaign Achievements

The PRO-4A Public Information Office reported notable progress in the region’s anti-narcotics campaign. In August 2025 alone, police operatives arrested 1,083 suspected drug offenders and confiscated illegal drugs valued at over P21.1 million.

Authorities seized 3,111.03 grams of shabu (crystal meth) and 192.01 grams of marijuana, with a total estimated street value of P21,178,045, officials reported.

Throughout the month, law enforcement conducted 855 anti-drug operations across Calabarzon. Among those apprehended were 57 high-value targets (HVTs) involved in the drug trade, including financiers, traffickers, manufacturers, importers, and known syndicate members.

Further arrests included 984 street-level pushers and 42 individuals categorized as uncategorized drug traffickers, local leaders noted.

With Brig. Gen. Paul Kenneth Lucas back at the helm, the Police Regional Office 4A is expected to continue its focused efforts on crime prevention and public safety. The renewed leadership aims to strengthen community partnerships and maintain the momentum in law enforcement initiatives across the Calabarzon region.
