DBM Commits P1.5 Billion for Mindanao Disaster Resource Center
The Department of Budget and Management (DBM) has pledged a proposed budget of P1.5 billion to support the construction of the Mindanao Disaster Resource Center (MDRC). This funding aims to strengthen disaster response capabilities in the southern Philippines, officials reported.
DSWD Secretary Rex Gatchalian highlighted the importance of the MDRC, saying it will ensure immediate relief assistance in Mindanao and enhance the efficiency of disaster operations in the region. “I explained to her that I plan to have something like this in Mindanao because our Mindanao center is currently being catered to by the Visayas center,” Gatchalian said, referring to discussions with DBM Secretary Amenah Pangandaman.
Creating a New Hub to Strengthen Disaster Response
Secretary Amenah Pangandaman, who hails from Mindanao, fully understands the urgency of establishing a dedicated disaster response hub in the area. “So, Sec. Rex and I will discuss how much he needs to build something like this. Hopefully, we can start the structure within the year and order the equipment,” she said, emphasizing plans to fast-track the project.
Community members noted that the current setup relies heavily on the Visayas center to serve Mindanao, highlighting the need for a localized facility to improve response times and resource allocation.
Introducing Buong Bansa Handa Program and Mechanized Production System
In addition to the MDRC construction plans, the Department of Social Welfare and Development (DSWD) showcased the Buong Bansa Handa (BBH) program to DBM executives. The BBH program leverages two supply chains to deliver essential food and non-food items to disaster victims efficiently.
One supply chain involves an expanded network of warehouses operated by local government units, provincial governments, and other national agencies. The other supply chain is driven by private-sector partnerships, sources said, creating a robust delivery system for urgent needs during calamities.
Meanwhile, the newly installed mechanized production system (MPS) has significantly enhanced the packing efficiency and production capacity of DSWD’s disaster hubs. Officials reported that this system allows for faster preparation and distribution of relief goods, ensuring timely assistance to affected communities.
