CAAP Enhances Aviation Oversight with Digital Safety Reports Portal
MANILA, Philippines — The Civil Aviation Authority of the Philippines (CAAP) has strengthened its aviation oversight by introducing a digital Safety Reports Portal. This new system streamlines the submission of aviation safety reports, making the process more efficient and centralized.
Effective July 1, under Memorandum Circular No. 039-2025, all aviation safety reports must be filed through this online portal. The CAAP mandated this platform as the standard for reporting to ensure better data management and compliance with global aviation safety norms.
Centralized and Data-Driven Aviation Safety Management
The Safety Reports Portal is part of CAAP’s commitment to a centralized, data-driven approach in managing aviation safety. It aligns with international standards to improve the identification and mitigation of risks within the Philippine civil aviation system.
Reports submitted through the portal are classified into two categories: mandatory and voluntary. Both types are vital for the ongoing enhancement of aviation safety and support the effective implementation of the Philippine Aviation Safety Plan.
Mandatory and Voluntary Reporting Explained
Mandatory reports cover incidents that directly impact aviation safety. These include accidents, serious incidents, aviation incidents, and other safety-related events that require immediate attention.
Voluntary reports, on the other hand, involve potential or emerging risks. Examples include observations of latent hazards, human factor insights, operational irregularities, unsafe conditions, suggestions for safety improvements, and self-disclosure of non-compliance issues. These reports help create a proactive safety culture.
Scope and Compliance of the Reporting Directive
The memorandum applies to all organizations, personnel, and individuals responsible for submitting safety reports to CAAP. It encompasses certified aviation entities, licensed professionals, and anyone with direct knowledge of aviation safety events.
CAAP assured the public that the new digital system will comply with the Data Privacy Act of 2012. The agency also emphasized its commitment to maintaining data integrity and protecting the confidentiality of all reports submitted.
Local aviation leaders noted that this digital shift will enhance transparency and accelerate the response to safety concerns across the industry. This progressive move reflects CAAP’s dedication to modernizing aviation safety oversight in the Philippines.
