MCWD Offers Cash Reward for Water Meter Theft Arrests

CEBU CITY – The Metropolitan Cebu Water District (MCWD) is offering a cash reward to informants who help capture those involved in stealing water meters. This reward comes amid a troubling surge in water meter theft cases recently reported in the area.

The MCWD announced that informants who provide information leading to the arrest of individuals purchasing stolen water meters will receive P25,000. Additionally, those who assist in arresting actual water meter thieves will be granted P10,000. The water utility urges the police and the community to identify both the thieves and the buyers of stolen meters.

Alarming Increase in Water Meter Theft Cases

In May alone, MCWD recorded 174 reports of stolen water meters. This figure is more than triple the number reported during the same month last year. The first 10 days of June saw 116 new cases, highlighting the urgent need for intervention.

To tackle the issue, the MCWD Board has instructed management to devise an action plan and work closely with the Philippine National Police. A formal request for assistance has been sent to the Police Regional Office-Central Visayas, led by Police Brig. Gen. Redrico Maranan.

Legal Actions and Public Vigilance

MCWD has previously prosecuted meter thieves, leading to convictions. It also plans to file charges against those who buy stolen meters, known as “fences.” Under the Anti-Fencing Law of 1979, fencing includes buying, possessing, or selling items known to be stolen, and is punishable by imprisonment.

Impact on Consumers and Replacement Process

When a water meter is stolen, the consumer’s water service is immediately interrupted since the meter connects the main line to the household supply. This also raises the risk of water contamination due to the open line after meter removal.

Consumers must report stolen water meters to the nearest police station and obtain a police report before applying for a replacement at the MCWD One-Stop Shop. This process helps ensure proper documentation and prevents further theft.

The MCWD’s call for cooperation reflects growing concern over the rising water meter thefts threatening service and safety. Through community support and law enforcement partnership, efforts to curb this crime continue to intensify.
