Cebu City Remains POGO Free Amid Fraud Arrests
Cebu City continues to uphold its status as a Philippine Offshore Gaming Operator (POGO) free zone, despite the recent arrest of 17 Taiwanese nationals. Local authorities have clarified that these arrests do not signal any POGO activity within the city.
The suspects were apprehended following allegations of operating a romance scam inside a local subdivision. Community leaders confirmed that these individuals were involved in online fraud schemes rather than offshore gaming operations. “Ever since I stepped in, we have already declared Cebu City POGO-free. In fact, it’s true that we are POGO-free. We have not received reports of POGO activity here. There may have been rumors, but this case is not related to POGO. This is fraud,” an official stated during a press briefing on May 19.

The National Bureau of Investigation (NBI) executed the raid on May 15, targeting these foreign nationals who reportedly preyed on their fellow countrymen through deceptive online tactics. According to sources familiar with the matter, six of those arrested are members of the Four Seas Gang, a known criminal group in Taiwan with outstanding warrants for drug trafficking, money laundering, and financial crimes.
Authorities have emphasized that while the scam constitutes a serious criminal offense, it should not be conflated with POGO operations. Instead, the suspects are charged under the Cybercrime Prevention Act of 2012 and the newly enacted Anti-Financial Account Scamming Act, both designed to combat online fraud and social engineering scams.
Ongoing Probe into Possible Local Connections
Investigators continue to examine if these suspects collaborated with local accomplices. The NBI Cybercrime Division’s executive director indicated that further charges will be pursued if evidence of a syndicate involving Filipinos emerges. “Once we confirm that this group is part of a syndicate involving local accomplices, we will pursue the appropriate charges,” a spokesperson said.
