Outgoing Mayor Atty. Raymond Alvin Garcia conceded late Monday, expressing gratitude for the opportunity to serve. “One of the biggest blessings I have received in life is having been given the opportunity to serve the City of Cebu,” he wrote on Facebook. He added, “Service to the people, however, takes on many forms and being your mayor is just one of them.”
Garcia acknowledged the election outcome, saying, “We fought a good fight but, in the end, it is the people who make the final judgement.” He congratulated Archival and Osmeña and thanked his supporters for their trust. He also promised to help with a smooth transition while continuing ongoing projects.

Ruiz emphasized the need for healing and progress in the city and pledged his support to the incoming administration.

Tommy Osmeña accepted his win even before the official proclamation. He acknowledged the challenges ahead, saying, “Believe it or not, the real hard part is coming. Now it lies upon Nestor and myself to fulfill the duty entrusted to us; to show that BOPK makes not empty promises, but guarantees.”
He further stated, “It will be hard, it will be tiring, but it will be done. We—together with everyone invested in our beautiful City—will make Cebu City #1 again!”
