Controversy Surrounds Civil Service Commission Chairman Resignation Claims
Ronald Cardema, chairman of the Duterte Youth Party-list, recently stirred discussions with his assertion that Civil Service Commission (CSC) Chairman Marilyn Yap resigned following the President’s Cabinet reshuffle. Cardema based his statement on reports from mainstream media, emphasizing that his information came solely from a television news segment.
During the Pandesal Forum held on May 23, Cardema claimed that Yap had submitted her resignation in line with the recent Cabinet changes. He further urged the Commission on Elections (Comelec) Chairman George Erwin Garcia to step down as well, questioning why Garcia had not followed the example.
“Bakit di mo samahan? Bakit di ka manindigan sa wisdom ng nag appoint sayo,” Cardema said, challenging Garcia to respect the decision of the appointing authority.
CSC Chairman Denies Resignation Amid Clarifications
Later that day, Yap publicly denied resigning from her position. She clarified that the Civil Service Commission was not among the agencies whose leaders were requested by the President to resign. According to sources familiar with the matter, the CSC remains unaffected by the recent calls for resignations.
Yap’s family also expressed their objection to the reports regarding her supposed resignation, highlighting the misinformation circulating in the media.
Cardema Maintains Call for Comelec Chairman’s Resignation
Despite the clarification, Cardema insisted that his appeal for Comelec Chairman Garcia to resign still stands. He explained that the Palace updated its directive to include secretary-level officials and agency heads.
“Malacanang updated their call yesterday and included secretary-level & heads of agencies. Even though he is not part of the executive, he occupies a secretary-level SG position and a head of agency,” Cardema explained.
He added, “But the call of the President is just a call for delicadeza for everybody, why not trust the wisdom of the President who was their appointing authority.”
Understanding the Call for Resignations in Government Agencies
The recent Cabinet revamp led to a wave of resignations from various secretaries and officials. This move, as described by government insiders, is intended as a gesture of accountability and respect for the President’s authority.
While some agency heads have complied, others like Yap have clarified their status, reflecting a complex and evolving political landscape. Discussions continue on the expectations placed on government officials during such transitions.
