Comelec Delays Proclamation of Duterte Youth and Bagong Henerasyon
The Commission on Elections (Comelec) has postponed the proclamation of two party-list groups, Duterte Youth and Bagong Henerasyon, citing unresolved cases pending before the poll body. This decision was announced during the official proclamation ceremony held at the Manila Hotel Tent City on Monday.
Comelec Chairman George Garcia stated, “In its recommendation dated May 17, 2025, the supervisory committee has recommended the suspension of the proclamation of Duterte Youth Partylist and BH Bagong Henerasyon due to the following pending petitions filed before the Clerk of the Commission.” This confirms the Comelec’s intent to address these issues before finalizing their seats in the upcoming 20th Congress.
Pending Cases Affect Duterte Youth and Bagong Henerasyon
Earlier in the day, Garcia indicated that two party-list groups would not be proclaimed during the official ceremony. He explained that the commission will resolve the pending cases first, taking advantage of the time available since the terms of newly elected officials do not begin until June 30, more than a month away.
While he did not initially name the groups, Garcia mentioned that the two party-lists secured three and one seats respectively in the election. The postponement allows the Comelec to carefully review the petitions lodged against them before confirming their representatives in the House of Representatives.
Party-List Representation in the 20th Congress
For the 20th Congress, the House of Representatives will have a total of 63 seats allocated specifically for party-list representatives. These seats will be distributed among 54 party-list groups. According to Garcia, three of these groups qualified for three seats each, while another three groups earned two seats each due to surpassing the 2% vote threshold required by law and affirmed by the Supreme Court’s Banat v. Comelec ruling.
With the delayed proclamation of Duterte Youth and Bagong Henerasyon, the Comelec aims to ensure all procedural and legal matters are settled before seating their representatives. This process underscores the commission’s commitment to uphold election integrity and the rule of law in the party-list system.
