Comelec Proclaims Winners in 2025 Party-list Election
The Commission on Elections (Comelec) officially proclaimed 52 party-list groups as winners in the recent 2025 elections this Monday. However, the proclamation of two groups was postponed due to pending legal issues. This announcement marks a significant development in the party-list election results.
The proclamation ceremony, held at Manila Hotel Tent City, notably excluded the Duterte Youth and Bagong Henerasyon party-list groups. Despite Duterte Youth securing three seats and Bagong Henerasyon earning one seat in the House of Representatives, their proclamations were deferred.
Party-list Groups Securing Seats
The Akbayan Partylist emerged as the party-list with the highest number of votes, winning three seats in the upcoming 20th Congress. Likewise, the Tingog Partylist also won three seats, with Representative Yedda Romualdez, spouse of House Speaker Martin Romualdez, among its nominees.

The remaining groups, including USWAG-llonggo, Solid North, Trabaho, Cibac, Malasakit@bayanihan, Senior Citizen, and others, secured one seat each with votes ranging from approximately 777,754 to 261,045.
Pending Petitions Delay Proclamations
Despite their electoral success, Duterte Youth and Bagong Henerasyon party-lists were not included in the proclamation due to unresolved petitions. According to sources familiar with the matter, the Comelec’s supervisory committee recommended suspending their proclamations following allegations of serious election law violations.
Comelec’s National Board of Canvassers decided to suspend Duterte Youth and Bagong Henerasyon’s proclamations until these petitions are resolved promptly and judiciously.
Reactions from Affected Party-list Groups
Both Duterte Youth and Bagong Henerasyon expressed strong objections to the suspension. Duterte Youth emphasized their mandate from over 2.3 million voters and criticized Comelec for delaying their proclamation, stating, “A few hours before the proclamation of all party-list congressman today, Comelec informed the Duterte Youth party-list that it will temporarily suspend the proclamation of our three congressmen-elect. We are elected by more than 2.3 million Filipinos but are currently being derailed deliberately by Comelec.”
They argued that they should not be held accountable for a petition filed in 2019 questioning their registration, especially since they participated in the 2019, 2022, and 2025 elections without issue. Duterte Youth further claimed, “It is not the fault of the Duterte Youth party-list if the Comelec did not dismiss that ‘hao shiao case’ (bogus) after its last hearing in 2019, and now Comelec is trying to subvert the votes of the Filipino People by delaying a proclamation scheduled today.” They called the suspension a “grave abuse of discretion” and requested to be allowed to serve as opposition representatives.
Meanwhile, Bagong Henerasyon stated they were unaware of any complaints against them. They highlighted the lack of prior notice or opportunity to respond, saying, “Today, without warning and without any prior notice, the Comelec abruptly announced the suspension of our proclamation as a duly elected party-list in the House of Representatives. No explanation, no copy of any complaint, no summons, no opportunity to respond.”
The group underscored that they have not received or been informed of any pending cases, questioning the fairness of the suspension. They cited Comelec rules stating proclamations should proceed unless a final decision on a case has been issued. Bagong Henerasyon said, “In this case—where no complaint has even been furnished to us, much less ruled upon—how can a suspension be justified? We ask not just for fairness, but for respect—for the vote, for the voice, for the will of the Filipino people.” They affirmed their readiness to respond to any complaints but called the suspension “not only unjust. It is unconstitutional.”
