MANILA — The Commission on Appointments (CA), the crucial body tasked with confirming or rejecting presidential appointments based on merit and integrity, has named its new officers. This development underscores the commission’s ongoing role in shaping government leadership.

During a plenary session, the commission, which consists of 12 members from the House of Representatives and 12 from the Senate, elected its key officers. The selection process highlights the significance of the commission’s work in maintaining checks and balances within the government.

Key Officers Elected by the Commission on Appointments

  • Vice Chairperson: Rep. Ramon Guico Jr.
  • Majority Floor Leader: Rep. Jurdin Jesus Romualdo
  • Assistant Majority Floor Leaders: Sen. Joel Villanueva and Rep. Alfredo Garbin Jr.
  • Minority Floor Leader: Sen. Risa Hontiveros
  • Assistant Minority Floor Leaders: Rep. Allan Ty and Rep. Antonio Albano

Senate President Escudero Leads as Chairperson

Senate President Francis Escudero continues to serve as the ex officio chairperson of the Commission on Appointments. This is in accordance with Article VI, Section 18 of the 1987 Philippine Constitution, which designates the Senate president as the chair of the CA.

Escudero reaffirmed his leadership role after taking his oath on July 28, following his reelection as Senate president for the 20th Congress. Officials noted that his position provides continuity and stability to the commission’s crucial functions.

Constitutional Mandate and Timeline for the Commission

The Constitution mandates that the Commission on Appointments be constituted only after both the Senate and the House of Representatives have organized themselves, electing their respective leaders. Therefore, the CA must be fully established no later than August 27.

Local leaders emphasized that this timeline ensures the commission is ready to perform its vital duties in confirming appointments promptly and effectively.
