CHR Responds to Tacloban Jail Allegations
MANILA, Philippines — The Commission on Human Rights (CHR) has promptly coordinated with the Tacloban City Jail Female Dormitory and its wardens to investigate reports of alleged mistreatment involving detained journalist Frenchie Mae Cumpio and activist Marielle Domequil. The commission emphasized the importance of upholding the rights and dignity of all persons deprived of liberty.
CHR has already referred the complaint to its Eastern Visayas office to ensure a thorough inquiry. “The Philippine government bears the duty to uphold the rights and dignity of all persons, including those deprived of liberty,” the commission stressed in a statement on Thursday.
Obligations Under International Law
Furthermore, CHR reminded that adherence to the United Nations Convention Against Torture and its Optional Protocol requires officials to actively protect the welfare of detainees and guarantee their humane treatment. This commitment is critical in preventing abuses behind bars and safeguarding human dignity.
Altermidya Network Files Complaint
Earlier, the Altermidya Network lodged a complaint against Tacloban City Jail Female Dormitory warden Jail Inspector Eva Naputo and Senior Jail Officer 1 Dalmacio C. Canayong Jr. The complaint alleges harassment and abusive behavior toward persons deprived of liberty (PDLs), based on information from families and support groups of Cumpio and Domequil.
The complaint includes accusations of “questionable actions” such as unjust delays and inaction on medical requests, particularly those submitted by the two detainees. A letter dated July 14 addressed to the BJMP and CHR detailed these concerns, highlighting systemic issues.
Systemic Issues and Calls for Reform
CHR points out that the cases of Cumpio and Domequil reflect wider systemic problems faced by many detainees nationwide. The commission continues to urge the establishment of a National Preventive Mechanism—an independent body responsible for preventing torture and ill-treatment in detention facilities.
In line with these goals, the newly launched Bantay Bilangguan campaign advocates essential reforms to strengthen protections within all detention centers across the country.

The CHR reassures the families and supporters of Frenchie Mae Cumpio, Marielle Domequil, and co-accused Alexander Philip Abinguna that it remains actively engaged in the investigation and firmly advocates for their rights.
