Final Weeks Mark Busy Confirmation for President Marcos Appointees

Around 360 President Marcos appointees are currently awaiting approval by the Commission on Appointments (CA), setting the stage for a hectic final two weeks for the bicameral body in the 19th Congress. The confirmation process for President Marcos appointees is expected to dominate the CA’s agenda as Congress resumes session.

The House of Representatives and the Senate, returning from a four-month recess that included the May 2025 midterm elections, will convene starting June 2. According to sources familiar with the matter, the CA plans to begin deliberations on the qualifications of these key appointees starting June 3, with five separate committees scheduled to meet over two days.

Scheduled Confirmation Hearings and Key Figures

Among the initial appointees set for confirmation hearings on June 3 are Department of Transportation Secretary Vivencio “Vince” Dizon II, Department of Information and Communications Technology Secretary Henry Rhoel Aguda, and Presidential Communications Office Secretary Jaybee Carbonel. The following day, June 4, will focus on Commission on Elections Commissioners Noli Pipo and Maria Norina Tangaro-Casingal, Civil Service Commission Commissioner Luis Meinrado Pañgulayan, and Commission on Audit Commissioner Douglas Michael Mallillin.

Additionally, a significant number of 294 senior military officers will undergo vetting across hearings scheduled for June 4, 10, and 11. On June 11, confirmation proceedings for 58 senior foreign service officers are also planned. These sessions form part of the rigorous vetting process to ensure appointees meet the standards of merit and integrity required by the constitution.

Commission on Appointments’ Role and Timeline

The 25-member Commission on Appointments, composed of 12 senators, 12 House representatives, and the Senate President as ex-officio presiding officer, holds the constitutional mandate to confirm or reject key presidential appointments. According to local experts, Senate leadership is pushing to complete all pending confirmations before the 19th Congress adjourns sine die on June 13.

Appointees not confirmed by this date will need to be reappointed by the President and face a new confirmation process in the 20th Congress. To accommodate the volume of appointments, caucuses and plenary sessions of the CA have been scheduled on June 3, 4, 10, and 11, ensuring a structured approach to the confirmation process.

The coming days will be critical as the Commission on Appointments works to fulfill its constitutional duty amid a packed schedule. The successful confirmation of these appointees is vital to the administration’s ability to implement policies and programs effectively.
