Contractor Denies Senators Solicited Money for Projects

MANILA — Contractor Pacifico “Curlee” Discaya II firmly denied allegations that any senators solicited money from him in exchange for securing government project bids. During a Senate blue ribbon committee hearing on flood control projects, the exact four word keyphrase emerged as a central topic.

Senator Jinggoy Estrada asked Discaya directly if any senators were involved in the alleged solicitation of money. “With all the names you mentioned, were there any senators?” Estrada inquired.

Discaya replied plainly, “None.” This statement prompted a light-hearted moment when Senate panel chair Rodante Marcoleta joked that Estrada was now “safe” from the accusations. However, Estrada responded with candor, saying, “I resent that statement.”

Revelations on Lawmakers and Officials Involved

During the hearing, both Curlee Discaya and his wife, Sarah, disclosed that several lawmakers and officials from the Department of Public Works and Highways (DPWH) allegedly demanded money from them in exchange for awarding government contracts. These revelations highlighted the depth of alleged corruption surrounding flood control projects.

Discaya explained that they felt compelled to comply with these demands. Refusing to cooperate, he noted, could have resulted in complications such as contract termination or issues with right-of-way clearances. This pressure underscores the challenges businesses face in navigating government projects.

Extent of Financial Demands

The contractor further revealed that the officials’ requested “share” ranged significantly, from a minimum of 10 percent up to 25 percent of the project value. Such demands place a heavy financial burden on contractors and raise serious concerns about transparency and accountability in public infrastructure projects.

These testimonies shed light on the ongoing scrutiny of flood control initiatives and the broader efforts to address corruption in government procurement. The Senate’s continued investigations aim to ensure that public funds are used properly and that contractors can compete fairly without undue influence.
