St. Timothy Construction Corp. Yet to Respond to Allegations
St. Timothy Construction Corp., the contractor flagged by President Ferdinand Marcos Jr. for the allegedly anomalous flood-control project in Bulacan, has not yet contacted government officials, Palace Press Officer Claire Castro confirmed on Wednesday. The company remains silent despite mounting concerns over the project’s failure.
During a briefing, Castro was asked whether St. Timothy Construction Corp. had replied to the President’s criticism concerning the incomplete rehabilitation of the river protection structure in Bulacan. She responded, “We asked DPWH Secretary Manny Bonoan, and St. Timothy has not yet made any contact.”
Government Vows Accountability in Flood-Control Projects
Castro assured the public that the government will hold accountable anyone involved in irregularities related to flood-control projects under the current administration. She emphasized the importance of thorough investigations to establish facts and avoid baseless accusations.
“In his [Marcos’] investigation, it is necessary that someone be held accountable, and he also wants all evidence to be complete. Again, it is difficult to make accusations without proof. It would only be a waste of time, which is why the President insists on a thorough investigation on this matter,” she added.
Inspection Reveals Unfinished Flood-Control Project in Bulacan
President Marcos personally inspected the flood-control project site in Barangay Bulusan, Calumpit, Bulacan, on August 15, 2025. He discovered that despite being declared complete in February 2023, the rehabilitation of the river protection structure was still unfinished.
The contract for this project, valued at P96.4 million, was awarded to St. Timothy Construction Corp. The President expressed his frustration over the apparent failure and insisted the contractor must explain the shortcomings.
Flood-Control Project Contracts Concentrated Among Few Firms
In a press conference held on August 11, officials reported that 15 contractors control a significant portion of flood-control projects nationwide. St. Timothy Construction Corp. ranked third among these firms, raising concerns about project distribution and transparency.
Alleged Political Links Stir Further Controversy
On the same day, Pasig City Mayor Vico Sotto disclosed that St. Timothy Construction Corp. and Alpha & Omega General Contractor and Development Corp. are allegedly connected to his former political rival, Sarah Discaya. This revelation added a political dimension to the ongoing scrutiny of flood-control projects.
