PCAB Revokes Licenses of Nine Contractors
The Philippine Contractors Accreditation Board (PCAB) has taken decisive action by revoking the contractors’ licenses of nine companies linked to flood control projects contractor Sarah Discaya. This resolution reflects growing concerns about transparency and fairness in government project bidding.
Board Resolution No. 075, approved on September 1, followed Discaya’s sworn testimony at a Senate Blue Ribbon Committee hearing. During the session, she admitted ownership and control of these firms and confirmed their involvement in government procurement processes. Officials reported that this admission triggered the PCAB’s move to cancel their licenses.
List of Companies with Revoked Licenses
PCAB identified the following companies whose licenses have been revoked due to their participation in questionable bidding schemes:
- St. Gerrard Construction General Contractor & Development Corporation
- Alpha & Omega General Contractor & Development Corporation
- St. Timothy Construction Corporation
- Amethyst Horizon Builders and General Contractor & Development Corporation
- St. Matthew General Contractor & Development Corporation
- Great Pacific Builders and General Contractor, Inc.
- YPR General Contractor and Construction Supply, Inc.
- Waymaker OPC
- Elite General Contractor and Development Corporation
Evidence of Collusion and Manipulation
During the Senate hearing, Discaya’s testimony revealed a troubling pattern of collusion. Community members said she described schemes designed to stifle or manipulate procurement outcomes, which violate licensing and procurement laws. Such tactics undermine the integrity of public bidding processes.
PCAB emphasized that Discaya’s admission exposed a joint or multiple bidding strategy aimed at controlling public projects. This manipulation compromises transparency, fairness, and competition, all essential elements of government procurement.
PCAB’s Firm Stand on Public Interest
Following a thorough evaluation of the statements and evidence, the PCAB Board concluded that continuing to accredit these corporations would harm public interest and industry integrity. Officials reported that the decision to revoke licenses aligns with the board’s commitment to uphold transparency in government contracts.
Local leaders noted that this resolution sends a strong message against fraudulent practices in public project bidding. It also reinforces the need for strict compliance with procurement laws to protect taxpayers and ensure honest competition.
