Special Holiday Declared for Cordillera Anniversary
Malacañang has declared July 15, 2025, a special non-working holiday in the Cordillera Administrative Region (CAR) to honor the region’s 38th founding anniversary. This decision, announced through Proclamation No. 939 and signed by Executive Secretary Lucas Bersamin on June 17, reflects the government’s recognition of the significance of this milestone.
“It is just fitting and proper that the people of the Cordillera be given full opportunity to participate in the occasion and enjoy the celebration,” the proclamation states. The declaration encourages locals to fully engage in commemorating the occasion.
History of the Cordillera Administrative Region
CAR was officially established on July 15, 1987, through Executive Order No. 220, signed by then-President Corazon Aquino. This followed the success of peace negotiations with the Cordillera Peoples Liberation Army (CPLA), led by former rebel priest Conrado Balweg.
The peace talks, rooted in the indigenous “bodong” peace tradition of the Cordillera, began in September 1986. They culminated in the CPLA’s historic decision to lay down arms, paving the way for regional autonomy.
Executive Order 220 designated CAR as a transitional region, setting the stage for eventual full autonomy similar to the framework used in Muslim Mindanao, local leaders noted.
Legacy of Peace and Autonomy
The peace process that led to CAR’s creation remains a landmark in the region’s history. Former President Fidel Ramos, who once headed the Philippine Constabulary, was among the key figures who supported the peace efforts and the push for Cordillera autonomy.
This legacy continues to inspire ongoing efforts to promote peace, development, and self-governance within the Cordillera region.
