Crime Incidents Bicol Region Drop Thanks to 5-Minute Response
LEGAZPI CITY – Crime incidents in the Bicol Region have decreased by 7.12 percent, a result officials attribute to the effective implementation of the 5-minute response time strategy. This approach has proven to be a game changer in enhancing public safety across the region.
From July 16 to August 16, authorities recorded 1,722 crime cases, which is 132 fewer than the 1,854 incidents reported during the same period last year, community leaders noted. Swift Police Action Deters Criminal Activity
Police Regional Office-5 Director Brig. Gen. Nestor Babagay Jr. emphasized that the strategy’s success lies in police units arriving within five minutes of distress calls. “Criminals are now deterred, knowing that the police can and will arrive immediately, while communities feel safer and more empowered to seek help,” he said.
Local officials reported that the quick response has not only prevented crimes but also boosted the confidence of residents to promptly report illegal activities, creating a safer environment for all.
Intensified Operations Against Drugs and Wanted Persons
During this period, the police also intensified their crackdown on illegal drugs and wanted individuals. Authorities confiscated illegal substances valued at PHP15,071,855.52, including 54.62 grams of marijuana and 2,215.49 grams of shabu.
These efforts led to the arrest of 114 individuals involved in drug-related offenses. Additionally, the campaign to apprehend wanted persons gained traction, resulting in 350 arrests across various cases, officials reported.

Brig. Gen. Babagay assured that the momentum will be maintained and strengthened. “As we maintain this momentum, PRO-5 will continue to enhance the 5-minute response framework, ensuring faster police services, stronger operations, and safer communities,” he added.
