Davao del Sur Seeks Two Congressional Districts
DIGOS CITY, Davao del Sur – Representative John Tracy Cagas is pushing for the creation of two congressional districts in Davao del Sur. The move aims to provide the province’s growing population with better representation in the House of Representatives.
Cagas, now serving his second term, filed the measure on July 25, 2025. He said the proposal responds to the increasing clamor from local officials who believe the province needs an additional congressional seat for more effective governance.
Population Growth Fuels Need for More Representation
Davao del Sur consists of 10 localities—Digos City and nine towns—covering over 2,000 square kilometers and 232 barangays. According to the 2024 census, the population has reached 710,972 residents, highlighting the need for expanded representation.
The province currently has two provincial legislative districts with five board members each. The first district includes Digos City, Bansalan, and Sta. Cruz, while the second district covers Magsaysay, Hagonoy, Kiblawan, Padada, Sulop, Matanao, and Malalag.
Proposed Districts Align with Existing Boundaries
The plan is to use the existing provincial legislative district boundaries to form the two congressional districts. Cagas emphasized that this adjustment has been overdue for years. “When I was a board member in 2013, I filed a resolution requesting a second legislative district for Davao del Sur, but it was left pending despite support from most municipal leaders,” he noted.
Local leaders believe that creating another congressional seat will bring greater progress and improved services to the province’s constituents.
