DBM Releases Quick Response Funds for Weather Relief
MANILA, Philippines — The Department of Budget and Management (DBM) has allocated a total of P1.625 billion to replenish Quick Response Funds (QRFs) for government agencies focused on protecting Filipino communities affected by recent weather disturbances. This swift funding aims to support immediate relief efforts and ensure the safety and welfare of those impacted.
Out of this amount, P625 million has been granted to the Department of Social Welfare and Development (DSWD) for their QRFs in the fiscal year 2025. These funds are designated for purchasing Family Food Packs and essential non-food items, targeting assistance for approximately 510,745 families nationwide.
Funding for Infrastructure and Emergency Response
Meanwhile, the Department of Public Works and Highways (DPWH) received P1 billion to cover the second replenishment of its built-in Quick Response Fund. This allocation will help the agency promptly address infrastructure damages caused by the heavy rains and flooding.
Budget Secretary Amenah Pangandaman emphasized the importance of timely funding for disaster response. “We understand how important it is for these agencies to have sufficient funding to respond and provide assistance to those in need. As for us at the DBM, as long as the submitted documents are complete, we act on them immediately,” she said in a press release.
Impact of Recent Weather Events
According to local disaster authorities, as of early morning, 25 people have died due to the effects of the southwest monsoon (habagat) and three tropical cyclones, with eight others still missing. The severe weather has affected 3.84 million individuals or roughly 1.06 million families through heavy rainfall and flooding.
These Quick Response Funds play a critical role in enabling government agencies to swiftly deliver aid and start recovery efforts. The replenishment ensures that essential services and assistance continue without delay for those who need it most.
