DENR Region XI Acts on Writ of Kalikasan for Samal-Davao Bridge
The Department of Environment and Natural Resources (DENR) in Region XI announced on Wednesday its commitment to respond and submit a verified return within 10 days. This action complies with a writ of kalikasan issued by the Supreme Court concerning the ₱23.52-billion Samal Island–Davao City connector bridge project.
The writ of kalikasan, a legal safeguard protecting citizens’ constitutional right to a balanced and healthful ecology, was granted after environmentalists and scientists raised concerns regarding the project. The petition targeted the Department of Public Works and Highways (DPWH), DENR, the Samal Island Protected Landscape and Seascape Protected Area Management Board, and the China Road and Bridge Corporation.
Commitment to Environmental Compliance and Cooperation
In a formal statement, DENR Region XI emphasized it is preparing a “non-extendible submission” containing “accurate, complete, and science-based information” to assist the Supreme Court’s review of the environmental challenges linked to the Samal-Davao bridge project.
Further, the agency reaffirmed its dedication to enforcing the Environmental Impact Statement (EIS) system strictly. It assured that all projects under its jurisdiction, including this bridge, must fully comply with environmental laws and regulations.
“We are fully prepared to cooperate with the judicial proceedings and will provide all relevant technical documents, environmental assessments, and compliance records as may be required,” the DENR Region XI statement said. This shows a clear intention to engage transparently and responsibly with the legal process.
