DEPDev to Lead 2026 National Budget Planning
Reelected Senator Imee Marcos emphasized on Tuesday, May 27, that the Department of Economic Planning and Development (DEPDev) should take the primary role in crafting the proposed 2026 national budget, rather than Congress. Formerly known as the National Economic and Development Authority (NEDA), DEPDev’s responsibilities should extend beyond merely setting macroeconomic assumptions. Instead, it must actively engage in budget planning and policy formulation.
DEPDev was officially established under Republic Act 12145, unveiled to the public on May 22. According to sources familiar with the matter, the transformation strengthens the agency’s mandate to guide the country’s economic path through data-driven policies, long-term strategies, and strict oversight of national projects.
“With this law, we hope to restore DEPDev as the lead agency in shaping the nation’s economic future,” Marcos said. “It should no longer be sidelined but must now take center stage in budget planning and economic strategy.”
Expanding DEPDev’s Role Beyond Macroeconomic Assumptions
Senator Marcos also highlighted that DEPDev’s role must surpass simply setting macroeconomic parameters. The department should prevent short-term political programs from dominating public spending. Instead, it should be central to the budget process—helping to allocate funds that truly address the nation’s priorities and support sustainable development.
“DEPDev should ensure that the 2026 budget moves away from temporary relief programs like AKAP, AICS, or TUPAD, and instead focus on structural reforms that can deliver real, lasting progress,” she added.
Focus on Structural Reforms Over Short-Term Aid
In November last year, the senator proposed merging the Department of Social Welfare and Development’s (DSWD) controversial Ayuda sa Kapos ang Kita Program (AKAP) and Assistance to Individuals in Crisis Situation (AICS). Local experts say this move aims to streamline social assistance programs and foster more sustainable economic development.
