Department of National Defense Advances Balabac Airstrip Project

The Department of National Defense is moving forward with plans to build an airstrip and a Philippine Navy station on Balabac Island in Palawan. This development is part of the nine Enhanced Defense Cooperation Agreement (EDCA) sites agreed upon by the Philippines and the United States. The Department of National Defense emphasized that the new airstrip will be a vital asset, jointly operated by the Philippine Air Force and the Civil Aviation Authority of the Philippines.

“Balabac is a strategic location for the Philippines because an international sea lane in the southwestern Philippines passes through it,” officials said, referring to the Balabac Strait that connects the South China Sea to the Sulu Sea. They added that the runway will enhance connectivity for local communities.

Strategic Importance of the Balabac Airstrip

Balabac Island lies at the southernmost part of Palawan, bordering the West Philippine Sea. It is just 140 nautical miles from Panganiban (Mischief) Reef, an area reclaimed and heavily militarized by China. In 2023, the President approved Balabac Island as one of the four new EDCA sites, supplementing the five original locations designated in 2016.

EDCA allows increased rotational visits by US troops and equipment to support security, joint training, and humanitarian efforts in agreed locations within the Philippines. The new naval station on Balabac will also serve as a deterrent against foreign surveillance activities in Palawan.

Addressing Foreign Surveillance Concerns

Officials noted, “Surveillance is not a remote possibility because it is an international sea route, a recognized sea lane. Sometimes, Chinese vessels really pass through it. If we fail to establish our presence here, it is very easy for foreign influence to abuse it.”

Recent months have seen multiple espionage incidents in Palawan, some involving Chinese nationals. In January, five Chinese nationals were arrested by authorities for allegedly spying on the Philippine Navy and Coast Guard, tracking their activities and gathering sensitive information.

Future Plans and Development

While no exact timeline has been given, the Department of National Defense aims to complete the airstrip and naval base as soon as possible. The project is coordinated closely with the Civil Aviation Authority to ensure clear boundaries between civilian and military areas.

This development is expected to strengthen the Philippines’ defense posture while improving access and connectivity for residents in the region.
