DepEd Unveils Quality Basic Educational Plan
MANILA, Philippines — The Department of Education (DepEd) has officially launched the Quality Basic Educational Plan, a comprehensive 10-year strategy aimed at uplifting the country’s education system. This new initiative focuses on strengthening literacy and foundational skills among students nationwide.
Following President Ferdinand R. Marcos Jr.’s recent State of the Nation Address, which emphasized education reform as a top priority, DepEd rolled out the Quality Basic Educational Plan to guide long-term improvements. Education Secretary Sonny Angara described the plan as more than a policy document: “The Quality Basic Education Development Plan is not just a document. It is a promise. Isang pangako na sa biyaheng ito, walang maiiwan. Lahat ay makakasakay.” He added, “Ito ay panata, hindi lamang ng DepEd, kundi ng buong sambayanan, na ihatid ang bawat batang Pilipino sa kaalaman at sa kinabukasan.”
Strategic Focus and Implementation
The Quality Basic Educational Plan serves as the operational framework for the 5-Point Reform Agenda announced earlier this year. It builds upon the Basic Education Development Plan established in 2022, aiming to transform the education sector through a long-term, sustainable approach.
Central to the plan are three major levers: decentralization, digitalization, and public-private partnerships. These elements are expected to accelerate progress by empowering local education units, expanding digital access, and fostering collaboration with private sector stakeholders.
Milestones and Adaptive Framework
To guide its implementation, the plan introduces key checkpoints called “basecamps” in 2028, 2031, and 2034. These milestones mark phases of catching up with current standards, innovating educational practices, and ultimately meeting global benchmarks.
The timeline aligns with the nation’s demographic window of opportunity, a period when investments in human capital promise the greatest returns. The plan is also designed to remain flexible, adapting to emerging challenges such as technological evolution, climate change, and shifting labor market needs.
