DepEd Updates Kindergarten Cut-Off Age Policy Early
The Department of Education (DepEd) recently announced a revised Kindergarten cut-off age policy, allowing more Filipino children to start formal education earlier. Beginning in School Year (SY) 2025–2026, children who turn five on or before October 31 will now be eligible for Kindergarten enrollment. This new guideline reflects the government’s goal of creating a more inclusive, learner-centered education system.
DepEd Secretary Sonny Angara explained, “This policy is rooted in our understanding that every child grows and learns at their own pace.” He added, “By allowing more flexibility in the Kindergarten age requirement, we are making sure that each learner has the opportunity to start strong and succeed from day one.” Previously, the cut-off was August 31, which excluded many children born in September and October from starting school on time.
More Children Benefit from Early Education
The revised Kindergarten cut-off age policy aims to provide broader access and flexibility for families nationwide. Thousands of young learners, especially those born in late September and October, will now have the chance to begin foundational education without delay.
Ramil Bautista, a parent from Pasig City, welcomed the policy change. “Naniniwala ako na nakakatulong ito sa pundasyon ng bata,” he said. Bautista plans to enroll his son, Noah, at Bagong Ilog Elementary School. He shared, “Gusto kong mapalawig pa ang kaalaman ng anak ko sa pagbabasa, pagsusulat, pagbibilang, at sa agandang asal.” Noah, who turns five in August, would have qualified under the previous rules, but many other children will now benefit under the new cut-off age.
Special Considerations for Late-Year Birthdays
DepEd also clarified that children turning five between November 1 and December 31 may enroll in Kindergarten if they meet certain conditions. These include completing a one-year Early Childhood Development (ECD) program at a recognized center or passing an ECD checklist during enrollment or the first week of classes.
Private Schools Required to Follow Policy
Private schools are mandated to comply with the new cut-off age policy. However, they may conduct their own readiness assessments to evaluate student eligibility for Kindergarten.
Enrollment Surge Expected
In 2024, DepEd recorded over 1.8 million Kindergarten enrollments out of 26.4 million students nationwide, including those in private institutions and overseas Filipino schools. With the adjusted age policy, officials anticipate a rise in enrollment during the nationwide registration period from June 9 to 13. Classes for SY 2025–2026 will commence on June 16.
The updated Kindergarten admission guidelines are detailed in DepEd Order No. 015, s. 2025, as shared by local education authorities.
