DFA Secretary Enrique Manalo’s Role Amid Cabinet Reshuffle
Department of Foreign Affairs (DFA) Secretary Enrique Manalo has become a central figure in President Marcos’ ongoing mid-term Cabinet reshuffle. Sources familiar with the matter reveal that Manalo is considered the “most undeserving to be removed” from his position among the officials being replaced. This perspective highlights Manalo’s significant contributions to the country’s foreign policy, especially regarding the West Philippine Sea.
One local lawmaker expressed strong support for Manalo, emphasizing his dedication to advancing national interests. “Among the Cabinet members replaced, he is the most undeserving to be removed,” said a community leader. Manalo’s leadership has been marked by a clear vision for protecting Philippine sovereignty under international law, particularly in maritime disputes.
Key Contributions to National Maritime Laws and Security
The DFA chief has collaborated closely with Congress to back important legislation on the Philippines Maritime Zone and the Archipelagic Sea Lanes. These bills have since become laws, with the lawmaker noting his role as a principal author. His efforts have also extended to forging security partnerships with nations that uphold international legal standards, further strengthening the country’s position globally.
As a career foreign service officer, Manalo has earned praise for managing the DFA with professionalism, integrity, and efficiency. His tenure reflects a commitment to upholding the country’s diplomatic interests while navigating complex international challenges.
Transition to United Nations Permanent Representative Post
Reports indicate that Manalo is set to return to his former role as the Philippines’ permanent representative to the United Nations (UN), a position he held during the previous administration. This move is linked to the impending retirement of the current Permanent Representative, effective July 31. Consequently, DFA Undersecretary Ma. Theresa Lazaro is expected to take over the foreign affairs secretary position.
However, some experts view this reassignment as a demotion. “He will be relegated to a lower rank, from DFA secretary to an ambassadorial position. If he accepts the UN assignment, administratively, he will be reporting to his new DFA boss, who is now one of his undersecretaries. I don’t think that is fair to Secretary Manalo,” noted a political analyst.
Instead of shifting Manalo, it is suggested that the President consider appointing a seasoned career diplomat for the UN role. The post is regarded as highly prestigious, and many senior DFA officials are likely eager to assume it.
