DICT Plans Mass Bayanihan SIM Distribution by 2025
MANILA, Philippines — The Department of Information and Communications Technology (DICT) announced its intent to distribute 600,000 Bayanihan SIM cards with free internet access by the end of 2025. This initiative aims to provide students in remote areas with better connectivity.
During a recent media briefing, DICT Undersecretary for Special Concerns Faye Condez-De Sagon explained that each Bayanihan SIM card offers 25 GB of data monthly, which will renew automatically for one year. The program targets underserved students who face difficulties accessing stable internet.
Expanding Connectivity Through Bayanihan SIM Project
Condez-De Sagon revealed that while 600,000 SIM cards will be distributed this year, the total number planned for next year reaches 1,008,000 units. To ensure reliable service in distant communities, the DICT is collaborating with major telecom providers — DITO, Smart, and Globe — to build new cell towers in areas lacking coverage.
“Technically, we have secured SIM cards from telcos at a discounted rate. A SIM with 25 GB typically costs around P300, but we obtained them for P250 each, including the infrastructure for over 100 towers,” she noted. The commitment from the telecommunications companies includes constructing towers in remote locations without existing service.
Substantial Budget and Wide Beneficiaries
The DICT has allocated approximately P3 billion under this year’s General Appropriations Act to fund the Bayanihan SIM project. Officials estimate that around five million Filipinos will benefit, as one SIM card is expected to serve an entire family. “Per SIM card, the expectation is that one family will benefit. So, per SIM card, they can use it at the same time because 25 GB is already high,” Condez-De Sagon added.
The selection of recipients will be coordinated with the National Economic and Development Authority, which helped identify the most underserved communities needing internet access.
Pilot Launch and Next Steps
Last Thursday, the DICT held a trial rollout at Kalawakan Elementary School in Dona Remedios Trinidad, Bulacan, distributing about 1,500 SIM cards to students. The program’s official launch is scheduled next week at Bani National High School Coto Annex in Masinloc, Zambales, and San Nicolas Integrated School in Gen Luna, Quezon, local sources said.
This Bayanihan SIM project represents a strategic effort to bridge the digital divide in the Philippines, especially for learners in far-flung areas. By offering free, reliable internet, the government hopes to enhance educational opportunities and foster greater inclusivity nationwide.
