DILG Implements Ban on Online Gambling
The Department of the Interior and Local Government (DILG) has officially prohibited all government personnel and local officials nationwide from participating in any form of online gambling. This directive aims to uphold the integrity of public service by addressing the growing concern over gambling activities among public servants.
According to sources within the agency, the DILG Memorandum Circular 2025-082 explicitly covers employees of the department, its attached agencies, and elected officials as well as local government unit (LGU) staff. The circular emphasizes the importance of maintaining ethical standards in government service.
Concerns Over Online Gambling Among Officials
Reports gathered by the agency indicate that many government employees and officials have been involved in online gambling activities. Officials reported that such behavior jeopardizes the credibility and trustworthiness expected from public servants.
“Such acts adversely affect the integrity and credibility of government service,” community members noted, highlighting the serious implications of these activities on public trust.
Legal Basis for the Gambling Ban
The DILG cited the Office of the President’s Memorandum Circular No. 06, series of 2016, which states that the mere presence of government officials in gambling casinos is deemed prejudicial to the best interest of public service, unless it is part of official duties. However, the department stressed that the rise of online gambling platforms now presents a similar threat to ethical governance.
Local leaders explained that the original intent of the 2016 memorandum has been compromised by the accessibility and proliferation of online gambling, which can be just as damaging as physical casino visits.
Public Trust and Accountability
The DILG circular firmly reminds government workers that public office is a public trust. Engaging in online gambling not only diminishes the credibility of government institutions but also distracts officials from their commitment to serve with integrity, competence, and loyalty.
“Public office is a public trust. Engaging in online gambling undermines the credibility of our institutions and diverts public servants from their sworn duty to serve with integrity, competence, and loyalty,” officials reported.
Consequences for Violators
Violators of this ban will face administrative and/or criminal penalties under existing laws and regulations. The memorandum circular took effect immediately upon issuance, underscoring the urgency of curbing gambling activities among government personnel.
Community members expressed support for the move, emphasizing that strict enforcement is crucial to uphold the public’s confidence in government service.
