DILG Defers Barangay Incentive Program to Align with LGU Awards
MANILA, Philippines — The Department of the Interior and Local Government (DILG) is postponing the 2025 Seal of Good Local Governance for Barangays (SGLGB) incentives program. This decision aims to synchronize the barangay incentives with other local government awards, ensuring a more coordinated system.
The DILG recently announced that the 2025 Seal of Good Local Governance (SGLG) program, which rewards city, municipal, and provincial government units, will be deferred. This move allows time to revise the program’s mechanics and improve its overall effectiveness.
Transition to a Unified Performance System
According to the DILG, the 2025 SGLGB assessment is deferred to facilitate the shift toward a unified, strategic, and outcome-based performance system. This new system will cover both barangays and higher-level local government units (LGUs), creating a consistent framework across all levels.
“The 2025 SGLGB assessment is deferred to support the transition toward a unified, strategic and outcome-based performance system that will cover both barangay and higher-level local government units (LGUs),” the department stated on Wednesday.
The new approach will adopt a term-based evaluation, giving barangays sufficient time to demonstrate tangible improvements before being assessed. “The DILG wants to make sure the program is fair, realistic and encourages lasting improvements,” it added.
Expected Guidelines and Program History
The DILG aims to release updated guidelines for both barangays and LGUs within the year. These changes are designed to foster a more transparent and effective incentive system that promotes sustainable development at the grassroots level.
The original SGLGB program was rolled out nationwide in 2023. In its 2024 edition, 41,610 barangays participated, with 3,283 earning the distinction of “national passers.” These barangays were eligible to receive incentives from their respective provinces, municipalities, and cities, sources said.
