DILG Mobilizes LGUs for Southwest Monsoon Impact
The Department of the Interior and Local Government (DILG) has urged all local government units (LGUs) to prepare for the upcoming southwest monsoon onslaught. This call comes after the Philippine Atmospheric, Geophysical, Astronomical Services Administration (Pagasa) announced the onset of the southwest monsoon, locally known as habagat.
In response, the DILG reminded LGUs to activate their Emergency Operations Centers, ensuring these facilities have enough trained personnel and equipment ready. They must also deploy Local Incident Management Teams skilled in the Incident Command System to manage potential emergencies effectively.
Evacuation Centers and Safety Measures
Local governments are tasked to identify and ready evacuation centers that are structurally sound. These centers should provide essential services such as sanitation, medical aid, and designated safe spaces for vulnerable community members. The DILG emphasized the importance of regularly inspecting and upgrading these facilities to meet safety standards and accommodate affected populations.
Moreover, LGUs are advised to review and update their contingency and action plans. These revisions should be based on thorough local assessments of areas vulnerable to flooding, storm surges, and landslides. To ensure readiness, simulation drills and community exercises must be conducted to test evacuation procedures and response mechanisms.
Operation L!sto Protocols and Risk Reduction
The DILG encouraged LGUs to adopt proactive measures following the Operation L!sto protocols. This disaster preparedness program focuses on hydrometeorological hazards, aiming to reduce risks to lives, properties, and local economies.
Strict enforcement of no-build zones in high-risk areas remains a priority. Additionally, LGUs should guarantee the continuous operation of emergency services and supply chains during severe weather events.
According to local leaders, “Operation L!sto is DILG’s flagship disaster preparedness program that promotes a whole-of-government approach to resilient local governance.”
The DILG’s comprehensive instructions highlight the need for coordinated action at the local level to mitigate the southwest monsoon’s impact effectively.
