Customs Probe Reveals Incomplete Documents on Luxury Cars

Authorities have launched a thorough investigation into the Discaya family’s luxury cars after the Bureau of Customs (BOC) uncovered irregularities in their documentation. According to officials, eight out of the 12 high-end vehicles seized lack complete records, raising concerns about possible violations.

This initial finding emerged following a search warrant executed at the Discaya family’s properties on F. Manalo Street, Pasig City, authorized by Branch 18 of the Manila Regional Trial Court. The operation is part of a broader inquiry into the family’s assets amid allegations tied to flood control project irregularities.

BOC Officials Stress Need for Deeper Investigation

Deputy Commissioner Romeo Allan Rosales of the BOC Intelligence Group clarified that not all 12 vehicles have missing documents, but the majority do. “Regarding the no records in BOC, it’s not all… Not all the 12… Eight out of the 12,” Rosales said in a statement to reporters.

Meanwhile, BOC Commissioner Ariel Nepomuceno emphasized that the agency must conduct a comprehensive probe to determine the importer and liability for the incomplete records. “I treat it as just an indication that we really have to deep dive and look more deeply on possible violations,” he stated.

Long-Term Inquiry to Ensure Legal Accountability

Nepomuceno acknowledged the investigation will be extensive, requiring careful examination to ensure findings can withstand judicial scrutiny. “We have to be responsible and make sure that the conclusions we derive from the investigation can stand alone in court when needed,” he noted.

The Customs chief revealed that the BOC currently holds 14 luxury vehicles linked to the Discaya family. However, two of these cars were not part of the recent search warrant operation. The bureau plans to extend its review to all 28 luxury cars reportedly owned by the family.

Discaya Family Urged to Cooperate with Authorities

During a recent Senate hearing investigating alleged anomalies in flood control projects, contractor Sarah Discaya admitted ownership of 28 luxury cars. In response, Nepomuceno urged the family to cooperate fully to demonstrate that all purchases were legitimate and taxes duly paid.

“We expect them to cooperate for them to have the opportunity to show us that they paid properly and there was no smuggling,” the Commissioner warned. He further added that if violations are discovered, the authorities will pursue the involved dealers as well.

Temporary Hold on Vehicles Pending Verification

In a separate interview, Nepomuceno clarified that the 28 luxury cars will not be confiscated outright. Instead, the Discayas have a 10-day window to provide proof of legal acquisition and tax payments.

“If purchases are proven to be legal transactions with authentic documents, the cars will be returned,” he assured. This approach aims to balance due process while ensuring compliance with customs laws.

Background on Flood Control Project Contracts

Records reviewed by investigative sources indicate that companies established by the Discaya family secured government contracts worth approximately P31 billion for flood control projects between 2022 and 2025. The ongoing probe seeks to clarify potential links between these contracts and the luxury car acquisitions.
