Discaya Firms Secure 13 Infrastructure Projects in Las Piñas

At least 13 infrastructure projects in Las Piñas City have been awarded to firms linked to contractor couple Pacifico “Curlee” Discaya and Cezarah “Sarah” Discaya, sources reported. These awards involve flood control, road construction, and other public works valued at approximately P452 million.

Representative Mark Anthony Santos emphasized the significance of the records, stating, “Records speak louder than claims. The Discayas’ repeated awards in Las Piñas are documented, and they cannot hide behind denials or excuses.”

Details of Projects Awarded to Discaya-Linked Firms

The list of projects was provided by the Department of Public Works and Highways (DPWH) National Capital Region director Gerard Opulencia, covering contracts during the tenure of former Las Piñas-Muntinlupa district engineer Isabelo Baleros. Several of these projects were awarded to companies that Sarah Discaya acknowledged owning during a Senate Blue Ribbon Committee hearing.

Concerns Over Project Delays and Performance

Representative Santos highlighted that some projects have been glaring failures. For example, the flood control project at Mahabang Tubig, handled by Alpha & Omega, was only 26.41 percent complete despite its deadline in August 2025 having passed. This raises questions about the effectiveness and timely completion of these infrastructure works.

Additionally, Baleros awarded Alpha & Omega a P49-million contract for a flood control structure along Mahabang Ilog in Barangay Zapote. Shortly after, another Discaya-owned firm, St. Matthew General Contractor and Development Corp., received a separate P49-million contract for a similar project, suggesting a pattern of multiple awards within the same area.

Contractor Licenses Revoked Amid Senate Investigation

On September 1, the Philippine Contractors Accreditation Board (PCAB) revoked the licenses of nine firms under the Discayas. This resolution followed Sarah Discaya’s sworn testimony before the Senate Blue Ribbon Committee, where she admitted owning and controlling nine companies. She also acknowledged that these firms competed against each other for government contracts.

Among the companies losing their licenses were Alpha & Omega, Amethyst Horizon Builders, St. Matthew General Contractor and Development Corp., and Great Pacific Builders.

Presidential Condemnation and National Flood Control Scrutiny

The focus on these flood control projects intensified after President Ferdinand Marcos Jr. condemned government officials and contractors who allegedly pocketed kickbacks, worsening the plight of communities suffering from heavy flooding—even during mild rains.

Marcos expressed strong disapproval, stating that those involved should be ashamed of their actions. This statement was in response to Senator Panfilo “Ping” Lacson’s allegations that nearly half of the country’s P2-trillion flood control funds since 2011 may have been lost or misused.

Political Links and Responses

Following the release of a list of contractors, observers noted connections between some firms and politicians, including Ako Bicol Representative Elizaldy Co, Senate President Francis Escudero, and former Pasig City mayoral candidate Sarah Discaya. While Co has yet to comment, Escudero dismissed the allegations as a “demolition job.” Meanwhile, Discaya denied the existence of ghost projects linked to her companies.
