Discayas Flood Control Contracts Dominate Government Projects
Government flood control projects linked to the Discayas secured over P31 billion in contracts from 2022 to 2025, sources revealed. These contracts highlight the extensive involvement of companies founded by Pacifico “Curlee” II and Cezarah “Sarah” Discaya in flood control efforts nationwide.
According to investigative records, the Discayas’ companies managed a total of 345 solo and joint flood control projects. This massive portfolio emphasizes their significant role in government infrastructure initiatives during this period.
Discaya-Founded Firms Lead with P25.2 Billion Contracts
The companies established by the Discayas include Alpha & Omega Gen. Contractor & Development Corp., St. Timothy Construction Corporation, St. Matthew Gen. Contractor & Development Corp., Great Pacific Builders and Gen. Contractor Inc., St. Gerrard Construction Gen. Contractor & Development Corp., and Way Maker General Contractor OPC.
Collectively, these firms secured P25.2 billion worth of government contracts, underscoring their dominance in the flood control sector. Officials noted that these firms often shared office spaces in Pasig City, specifically within the SGC Executive Building in Barangay Bambang.
Additional Firms Linked to Curlee Bolster Contract Totals
Beyond the Discaya-founded companies, three other construction firms—YPR Gen. Contractor and Construction, Elite General Contractors and Development Corp., and Amethyst Horizon Builders—listed Curlee as their chief operating officer. Two of these firms even formed joint ventures with Discaya-associated companies, increasing their project reach.
In total, all companies connected to the Discayas secured 421 projects, amounting to P31.04 billion. Community members remarked, “That’s more than the annual net revenues clocked by Ayala Land in recent years.”
Cos-Linked Companies Also Garner Billions in Contracts
Aside from the Discayas, companies linked to the Cos secured P15.7 billion in government contracts. These firms handled 149 projects between 2022 and 2025, demonstrating their considerable presence in flood control efforts.
Sunwest Inc., Hi-Tone Construction and Development Corp., and FS Co Builders and Supply are the main companies tied to the Cos family. Sunwest was founded by Ako Bicol Representative Elizaldy Co and his brother Christopher Co. Meanwhile, Christopher established Hi-Tone, and their sister, Albay Vice Governor Farida Co, owns FS Co Builders and Supply.
Shared Offices and Overlapping Ventures Highlight Network
Documents from the Securities and Exchange Commission reveal that many of these companies shared office locations, suggesting close operational ties. The overlapping ventures and leadership roles further emphasize a networked approach to securing flood control contracts.
Local leaders have raised concerns about the concentration of government flood control contracts among a few linked companies, calling for transparency and competitive bidding to ensure public funds are maximized.
